1.9 Rural Infrastructure Scheme

The National Rural Employment Guarantee Scheme has been extended to all the districts from 1.4.2008 onwards, and the Central Government has discontinued the Sampoorna Grameen Rozgar Yojana (SGRY). Consequent to this, there is no proper scheme at present to create basic infrastructure facilities like Cement Concrete Roads and Buildings. Further, it has become essential to stabilize and consolidate the assets created under National Rural Employment Guarantee Scheme. Taking this into consideration, a new scheme called ‘Rural Infrastructure Scheme’ has been introduced during 2008-09 Vide G.O.Ms.No.111 Rural Development and Panchayat Raj (SGS.1) Department dated 27.6.2008. Detailed guidelines have also been issued in the above Government order.

1.9.2 Brief Guidelines

Undertaking of Cement Concrete Roads, Noon Meal Centers/Kitchen Sheds, Anganwadis, Public Distribution Shops, Culverts/Causeways, Cremation Sheds, Upgradation of Roads upto B.T. standard, Compound Walls for Schools, Extension of Street lights, Purchase of new motors for Drinking Water Supply in Village Panchayats, Construction of Overhead Tanks and similar other works which could be taken up under the erstwhile SGRY Scheme (and are not specifically prohibited here) have been permitted under the Scheme.

The guidelines issued for the implementation of Rural Infrastructure Scheme for the year 2008-09 will be followed for the year 2009-10 also, with the following changes: (G.O MSW.65 R.D & PR(SGSI) Dept dt 16.7.09)

i) Cement Concrete road works should not be taken for more than 1/3rd of the allocation to each Village Panchayat, Panchayat Union and District Panchayat.

ii) Not less than 1/3rd of the allocation should be utilized for stabilization of NREGS works like construction of Bathing ghats, Retaining walls in the ponds, tanks, etc. It is also clasified that:
a) Repair of sluice, weirs in the ponds/tanks taken up under NREGS are allowed to be taken under this Scheme.
b) WBM road works from earthen roads, formed only under NREGS are also permitted now in this Scheme.

The following categories of works are prohibited to be taken up under Rural Infrastructure Scheme:

  1. Taking up of works in urban areas.
  2. Other Departmental works except erection of new Street Lights through TNEB.
  3. Construction of office and residential buildings for the Central and State Governments, their departments, Government Agencies/Organizations, and Public Sector Undertakings.
  4. All kind of repairs, maintenance and renovation works.
  5. Individual beneficiary oriented works such as houses, upgradation of kutcha houses, repair to houses.
  6. Purchase of movable items and accessories.
  7. Desilting of ponds, tanks, channels and rivers.
  8. Laying of Metal road.
  9. Construction of Drainage.
  10. Construction of Community Centres.
  11. Extension of Pipeline.
  12. Construction of Library building.
  13. Acquisition of land or payment of compensation for land acquired.
  14. Reimbursement of expenditure on completed or partly completed works.
  15. Any revenue or recurring expenditure like Electricity Charges and fuel.
  16. All works involving commercial establishments.
  17. Execution of work within the places of religious worship and on the lands belonging to or owned by any religious faith/group.
  18. Construction of monuments, memorials, statues, idols, arch gates/welcome gates.

1.9.3 Execution of Works

Works taken up under the scheme should be executed through tendering process.

1.9.4 Funding

A sum of Rs.380 crores has been allocated for the year 2009-10 for implementation of Rural Infrastructure Scheme.

The funds have been allocated to the Village Panchayats, Panchayat Unions and District Panchayats based on the following criteria:

a) Village Panchayats

Out of the total amount of Rs.200 crores allocated to the Village Panchayats, a minimum grant of Rs.1 lakh was released to each Village Panchayat and the balance amount of Rs.73.82 crores has been released to the Village Panchayats based on their population.

b) Panchayat Unions

Out of the total amount of Rs.120 crores allocated to the Panchayat Unions, a minimum grant of Rs.10 lakhs was released to each Panchayat Union and the balance amount of Rs.81.50 crores was released to the Panchayat Unions based on their population.

c) District Panchayats

Out of the total amount of Rs.50 crores allocated to the District Panchayats, a minimum grant of Rs.50 lakhs was released to each District Panchayat and the balance amount of Rs.45.50 crores has been released to the District Panchayats based on their population.

During the year 2009-10, 38,156 works have been taken up at an estimated cost of Rs. 38105.14 lakhs.
